As a trusted recipient of U.S. Government funding—including support from the Centers for Disease Control and Prevention (CDC) and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR)—Reach Out Mbuya Community Health Initiative is fully committed to upholding all legal, ethical, and policy requirements tied to such funding.
In line with U.S. laws and global health assistance policies, we strictly comply with abortion-related restrictions including:
- Helms Amendment – No U.S. Government funds are used to perform or promote abortion as a method of family planning, or to coerce or motivate any individual to seek abortion services.
- Siljander Amendment – ROM does not use any U.S. Government funding to lobby for or against abortion.
- Protecting Life in Global Health Assistance (PLGHA) – ROM does not perform or actively promote abortion as a method of family planning using any source of funding.
Accordingly, we do not:
- Provide advice, information, or referrals for abortion;
- Conduct public campaigns or advocacy on abortion;
- Use U.S. Government-funded infrastructure, personnel, or materials for abortion-related services, even in countries where abortion is legal.
These restrictions apply universally to all ROM-supported activities where U.S. Government resources are involved—regardless of location or legal context.
Therefore, we commit to continuous compliance through ensuring that;
- All ROM staff receiving U.S. Government funding are trained on these policies.
- Compliance reviews and site assessments are routinely conducted;
- Documentation of adherence is maintained across supported programs.
ROM remains dedicated to transparency, accountability, and respect for the legal frameworks set forth by our donors. We are proud to contribute to the shared global health goals of saving lives, preventing new infections, and ensuring ethical, policy-aligned service delivery.
