  1. Job Title: Clinical Services Coordinator

Directly Reports to: Medical Services Manager

Directly Supervises: Clinicians


Location:            ROM Head Office

Duration: I-year renewable contract with 3-month initial probation

Engagement type: Full time

Main purpose of the job: To provide quality medical care and health education to ROM clients and to ensure smooth running of clinic activities.

Key Result Areas:

                Medical care provided

              Medical knowledge on HIV/AIDS care provided to Clinic staff

                Health workers trained

                Capacity building to nurses and clinical officers provided

Specific Functions:

Duties and Responsibilities

  1. 1.Participate in the drawing and implementation of medical clinic schedules, work plans and budget.
  2. Provide information to clients, aimed at reducing their vulnerability to AIDS and other HIV related diseases and infections through health education.
  3. Provide medical care to ROM clients and staff.
  4. Participate in HIV/AIDS awareness and sensitization in the communities.
  5. Ensure 100% completion of the Registers under clinic.
  6. Head, document surge meetings and follow-up with staff for effective implementation.
  7. Ensure entries of backlogs into EMR is done timely.
  8. Ensure all clients in care are optimized to correct regimens.
  9. Ensure response to data calls on a timely manner.
  10. Build capacity of nurse clinicians and other health workers from communities and other institutions.
  11. Provide technical support to focal persons, clinical officers and nurses.
  12. Participate in drawing up of training schedules in consultation with the HR office.
  13. Monitor activities of medical staff at the clinic sites.
  14. Work with the medical services manager and the different supervisors to contribute to revision and development of various clinical guidelines.
  15. Participate in CMEs and in house training for medical team in ROM.
  16. Carry out weekly and emergency home visits and hospital visits.
  17. Ensure timely appraisals of all the staff under supervision.
  18. Prepare weekly, monthly, quarterly and annual report writing for the department.
  19. Ensure client satisfaction.
  20. Replicate best practices.
  21. Participate in expansion of ROM revenue opportunities.
  22. Ensure health, safety, and security in your area of operation.
  23. Promote the vision, mission and the values of ROM. 24. Any other duties assigned by the immediate supervisor.

PERSON SPECIFICATIONS: Clinical Services Coordinator

Minimum Academic Qualifications: Bachelor of Medicine and Surgery (MBChB)

Minimum Experience and Exposure: 1 years in a similar post (preferably HIV/AIDS Setting)

Special Knowledge

•             HIV/AIDS management and care

•             R/O and national health policies

•             Basics of financial management

•             Routing, switching, networking, TCP/IP, DNS, DHCP Key Skills

Computer, coaching, interpersonal, supervisory skills, and training skills.

Other Qualities/Attributes: Innovative, resourceful, analytical, attention to detail, self-driven, good listener

2. Job Title: Laboratory Technician

Directly Reports to: Laboratory Supervisor

Duration: I-year renewable contract with 3-month initial probation

Engagement type: Full time

Main purpose of the job: To provide laboratory services at all sites while ensuring resources are planned for and implemented in accordance with set policies and standards.

Key Result Areas

                Laboratory services at the site well managed

                Laboratory investigations on clients carried out

                Health education to ROM clients given

                Quality control of Laboratory reagents and equipment maintained

                Laboratory reports submitted.

Duties and responsibilities

  1. Take lead in carrying out routine lab tests accurately.
  2. Take lead in preparation of sample and specimen for testing and prepare solutions, reagents for use.
  3. Record and interpret lab test results accurately.
  4. Ensure proper disposal of laboratory waste.
  5. Carry out daily consumption of lab consumables.
  6. Maintain security of lab specimen.
  7. Ensure quality control of lab consumables.
  8. Monitor inventory levels and order materials from suppliers’ as required.
  9. Monitor usage of lab supplies.
  10. Participate in CME health talks and organizational meetings as required.
  11. Participate in monthly physical stock count.
  12. Participate in submission of accurate monthly reports.
  13. Promote the vision, mission and the values of ROM.
  14. Ensure health, safety, and security in your area of operation.
  15. Any other duties assigned by the supervisor.


Academic Qualifications Required: Degree in Medical Lab. Technology

Other Job-related Training Required: Equipment maintenance, Stock control, Computer skills.

Minimum Experience: 2 years in a similar position.

Specialized Knowledge Required: HIV/AIDS, National guidelines, Lab investigations and procedures.

Key Skills Required: Computer skills, Team building skills, Counselling skills

3. Job Title: Monitoring and Evaluation Officer-Kasaala-Luweero

Directly Reports to: M&E Manager/ AdministrativelytO Clinical Services Coordinator

Location:         ROM Head Office

Duration:     I-year renewable contract with 3-month initial probation

Engagement type: Full time

Main purpose of the job: Take lead in the monitoring and evaluation of various aspects of the work of ROM and report the results.

Key Result Areas

•             Timely/effective monitoring, evaluation and reporting of M&E results.

•             Timely M&E data collection activities that would ensure a direction for the different departments.

Duties and Responsibilities:

  1. Participate in the development of sectional work plans and budgets.
  2. Designing, monitoring and evaluation tools.
  3. Revise the program objective hierarchy and log frame matrix (activities, processes, inputs, outputs, outcomes and impacts).
  4. Conduct client satisfaction interviews on clinic days and make reports of the finding.
  5. Identify strengths and weakness and existing data collection and management.
  6. Collect, enter and analyze the various data collected into M&E data bases.
  7. Ensure proper filing of reports and data collection tools.
  8. Provide regular reports on the status of activities (progressive & HMIS reports) and data bases (OpenMRS/DHlS2).
  9. Replicate best practices.
  10. Participate in expansion of ROM revenue opportunities.
  11. Ensure health, safety, and security in your area of operation.
  12. Promote the vision, mission and the values of ROM.
  13. Any other duty assigned by the immediate supervisor.


Minimum academic qualifications: Degree in statistics, actuarial science, computer science, qualitative economics

Other Job-related knowledge

•             Developing and Management of data base

•             Data management and development of collection analysis tools e participatory assessment and monitoring, data processing or analysis and M&E design experience • Ability to organize and train others

Minimum working experience: At least 2 years in a similar field (HIV related)
